The problem is that you're both playing a game of semantics. To compete can mean to both participate in the competition and also to try and match others. In theory, everyone who plays in the league competes.
I don't agree with Poch's comments either, but not because the domestic cups are a priority. Rather because we have squad depth to give those cups a decent crack while we strive for the bigger things as well. So I don't get the connection between that and how much we are competing with the bigger sides. Your argument that we aren't truly competing because we don't have the funds does have some merit, but then equally there is plenty of merit in the counter argument that we are competing because in spite of our weaker financial position we are now in our third title challenge and if we keep going this way sooner or later we'll win a trophy and probably more than one, so on that alone we are competing against the bigger teams and if we weren't we would've have seen Man U, Man, Chelsea, Woolwich and Liverpool all finish below us at some point over the past two seasons. There is equally merit in the argument that we have away the league cup and didn't take it seriously for the past three seasons, which is the wrong approach, and the bigger teams flippant enough to treat it as below them despite fielding weaker sides.
We all surely agree that the CL and the PL are the bigger competitions and are the priorities in terms of the quality of players we field. We all agree that it would still have been nice to win a trophy. Those who dismissed the league cup as below us have pretty much backtracked, realising that no trophy should really be sniffed at. Equally, those who think we should concentrate more on the domestic cups know that it's a ridiculous notion given how good we have been in the league for two seasons (albeit I have to say that I personally haven't seen anyone actually argue that). So after 15 pages of argument, I'm wondering what exactly is the argument about?
