Davies, Doherty, Winks, Dele are all home grown player. Will Bale's loan ending and Hart being rather old, that's 6 home grown players to replace.

Good luck signing 6 British players, of a quality higher than Davies, Dele, Winks and Bale on a budget....

Appreciate I’m jumping in late here but no chance would we even get anywhere near 75M for them players you have listed.
Lloris would be around 5-10M, Davies 5M, Dier 10M, Sanchez 10M, Foyth 2.5-5M, Sissoko free.

I think our policy (under the current ownership and with all of this stadium debt) should always be geared towards selling to buy, to be honest with you.
