It is better, under ENIC, which is an investment company, to keep cheap ordinary players to do an ordinary job on long term contracts.
Most clubs in the world with many expensive top class players are broke or not a good investment for their owners.

only Liverpool and Man United are relatively financially successful because of their worldwide name status, are able to buy relatively expensive good players, but unfortunately Tottenham don’t have such a status worldwide.
