I’d say it was a combination of two things - a small amount of incompetence and a large amount of not being able to see into the future.

Targeting the training center means that a protest can disturb "business as usual". And it comes much closer to the actual decision makers at the club. Similarly to when the United fans stormed Carrington during the super league protests. Which became the start of Woodward's exit.
I'm not saying that we should storm Hotspur way. But being a nuisance outside of it by preventing traffic and being loud should work decently.

You think we're in a better place now than when Levy took over? I suppose that's correct to a certain degree, definitely financial, mind you we had no expectations in the 90's and we won an FA cup as well. In the decade previous to that we won many trophy including European. So I'd argue that we were not ridiculed back then the way we are now, and recent glory was fresh in our minds.
Nowadays thanks to enic and especially the little parasite, we are the laughing stock of the footballing world. Worse still we'd made it under Poch with regular top 4 and just a couple more class signings, for example like the ones Levy ballsed up in Mane and Grealish, and we'd of picked up trophies. To make matters ten times worse were the jokers we signed, we have over £200m of "talent" that Levy rubber-stamped and influenced, out on loan!
The David Webb interview yesterday confirmed Levy's involvement in transfer dealings. So I don't see how we're better off in any way shape or form with that clown running things.

I don’t think anything. It’s been well quoted that our initial budget was hit hard by the likes of Brexit. Something Levy would have had to be Mystic Meg to have seen coming. I presume some contingency was built into the budget as every build like this goes over budget. But there wasn’t enough.
Hence, a mixture of not being Nostradamus and not doing things properly.
