My reading of this is slightly different.
I think what Kane actually wants is the culture that Poch created in his early years, and the progressive football that came with it. He's sick & tired of the uber-cautious approaches of post-Poch managers, and their MO of creating divisiveness.
Eg Mourinho going after players. Conte never being prepared to commit to our club.
Both Kane & Mason have spoken of the critical importance of culture, and Poch said Kane & Mason were the Spurs players who most bought into & lived his philosophy.
Players interact most regularly with the Head Coach, not the DoF. So the culture is created by Head Coach, not the DoF.
With hindsight, what I think Rangnick was saying is not "I want the Spurs DoF job", but rather Spurs need a DoF with real power to oversee recruitment alongside the Head Coach, and get Levy entirely out of the process. In other words, Levy has to relinquish his power to interfere, and leave footballing decisions entirely to the DoF & Head Coach.
In such circumstances, Kane would feel JN is a great coach, with the power none of his predecessors had to create & deliver a footballing culture & philosophy at Spurs. So I'll sign a highly lucrative contract, and not have to move my family.
