True. But he excelled in CL which is at higher level than most PL games.

But you were initially worried that he'd be off after 2 seasons to a bigger club. Well there's always that danger regardless of who the agent is. Bale, Modric and Berbatov weren't in the Raiola stable.
We have to be prepared regardless of who the agent is. Football has a high turnover rate anyway, so you need to have your contingency either already in the squad as understudy, or have him scouted well in advance so we can pull the trigger quicker and with more confidence.
It's more than speculation that we have and that Levy has refused them.
