Yes, what you're saying makes sense, sure it does.Signing a player on an option to buy is a very good plan if you are not 100% sure of the player's ability to hack PL - and given Werner couldn't as a young man, its a pragmatic solution.
Ange comes across as a forceful character who knows what he wants, and it would not surprise me if he likes the player but is equally unsure if he can play PL football, so the solution of a loan with an option is excellent.
There are very few 'sure thing' forwards available atm, and even less during January. so the shortlist probably isn't that long.
