Whether he is or not is a different story entirely. Considering he looks the exact profile fit for an inverted full back, this seems like it'd be a smart signing.
Even if a hybrid left footed centre back/left back would be better suited.
If they sign this Locko kid they will probably keep Ben Davies around as the 4th CB for emergencies
