I think that release clauses are set out in Spanish law, and under Spanish law players do indeed need to pay the release clauses themselves to Spanish FA who forward the money on to club which player used to be registered at

However usually what happens is the club to which they are going 'loans' them the money which is probably counted as an up front bonus to the player for tax purposes.

Not the same in other countries
 
More a "buyout" clause than a release clause.

The player has to buy out the contract to be able to ensure his release.

Some on here are critical of Spurs' cautious on-out-one-in type TW strategy but examples like this illustrate how vulnerable you can become if you do all your buying before your selling. Chelsea potentially end up over a barrel if they're not careful.
What is the current status of their squad in terms of meeting PL and/or ECL squad limits?

I always find it amusing that Ally Gold gives a (very very very) extensive rundown of our potential issues on that front, but I never seem to hear the media mention that regarding Chelsea.

Surely they'd have to leave players out at things stand?
