Interesting you say Neves is an 8/10 and Varela is a 6/8, but Neves seems to have the better defensively stats?
In any event, we desperately need a top notch 6. We currently do not have anyone capable of fulfilling that role at the level required by the way we're playing.
I am NOT posting "shit source" links because I necessarily believe them. But if ONLY discussions around "genuine" sources were allowed there would not be much a transfer thread. What is a genuine source anyway? No one saw the Kinsky deal coming. Even Ally Gold often serves up either some fantasy stories or some really vague "info" about transfers, and he eat and sleep Spurs.

I tried to warn you all yesterday not to get your hopes up. The current club model is to bring down the average wage, so this signing would be a total outlier and the only way Levy signs off on it is if Werner leaves.

Personally I am not that concerned about the MF right now I feel Spurs are well cover there (for the time being), and I rather wait to the summer to get in the "right" MFs (Spurs have Gray, Sarr, Bissouma, Bentancur, Bergvall, Kulusevsk, Maddison - plus Alfie Devine).
I could see both Bissouma and Bentancur move if a decent offer comes in for both of them.
In the summer I'd go for Angel Gomes...and maybe Chris Rigg and Ayyoub Bouaddi or Arthur Vermeeren.
