My expectations for Frank this season are 5-7th with the squad he has today. My biggest concern is CM, we look very weak in that position whereas Ange in that first year still had PEH and a Bissouma that could give a fuck. We need to buy him a CM

If it’s been 2 top 6 finishes, there is maybe a case that he’s building something solid that could be better but his first 2 seasons will have been worse.

No, what we do know is that a 27 year old doing good at a small club where he is 'the man' doesn't necessarily mean that he will do well when he goes to a big club where the expectations of him as a player and the pressure in general are completely different. Owners want consistency and a guarantee that the income and cashflow keeps coming in at a consistent rate. Finishing top 7 in the league regularly and qualifying for Europe most years is all our owners want. The league position is all Frank will be judged on.
