On weirdly random occasions Ange shows that he can change and do things properly like against Frankfurt where our fallbacks didn't invert and Bentancur actually at times sat in-between the CB's.This is semantics but counter attacking is of course also attacking. Just another form.
The big discussion is really if you have control of the ball or not. You can play tremendous fluid attacking football without having dominance over the possession. Just like you can control possession yet produce next to nothing going forward like we are.
On paper, our attacking players are actually suited for a more counter/transition focused attacking style. But we do not play that way.
So Ange does know what the basics look like but actively chooses to play an f'd up system.
