A club like spurs are lucky to have him. Regardless of how much he's earning. 15 million is nothing in grand scheme of things.

He is a manager that has to be in the top 3 in the world. In player terms it would be like signing one of Mbappe, Haaland, or Lewandowski.

If he does something, there will be a good reason behind it.

As has been mentioned already, he's got one eye on the NLD.

Hes not one of the top 3 managers in the world! Hes a top manager yes but has never won an European Cup as a manager

There are other options...

Rodon in the back three, Davies at left wing back
Play a back four and start Gil on the left wing
Play Gil at left wing back
Rodon in the back three with Davies, Tanga at left wing back
Play one of the yootdem

The last three are not ideal but as I said elsewhere, Doherty at left wing back is effectively starting with 10 men, given how utterly useless he is there.

Doherty is tragically shit, given the fact he should be more suited in the current system. But the alternatives just are not really better. Davies isnt better at wingback and Gil still needs to actually settle in.

I think Conte wanted to play to the strengths and also took a gamble looking forward to Sunday - with Sess, Skipp and possibly Gil fully rested.
