I would say that is exactly what happens. Taken to the extremes, would you not agree that playing the same tactics could be considered "conservative" against City, but "too negative" against Enfield High School U13 girls? That's your argument distilled.
No the tactics are conservative or too negative.
They would still be conservative against Enfield U13s.......or too negative, but they can’t be both

I assume because it's a different competition? Have the FA said anything about forfeiting matches or postponements?
Someone posted something on here regarding the FA rules on Cup games.

Basically, it said that as long as a club had 14 fit players (including youth players) the game goes ahead.

How true that is, I've no idea.

I know Shrewsbury game is off cos of the cases at Shrewsbury. Maybe as a lower division club they have less players available

I do think that whatever the rule is, as long as its consistently applied is what matters
