You won't sell all of them out, so if you go smaller you have fewer empty seats and can better utilize on-site staffing.Probably also because TV money is bigger than match day revenue. Why build a 70k seat stadium for $1bn when you can build a 45k seat stadium for less than half, fill it to the brim every week no matter who is playing and still make the bulk of the money from Televised games.

But in their current stadium they are closer to the ground, have a better atmosphere and actually own it themselves.

Stadiums are converting significant areas from seating to "common spaces" and "premium spaces".The stadium reflects the idea it was built with a big emphasis on the NFL and concerts. Maybe that's a good business decision but it creates something lacking connection to football. Here in America it is interesting that the new baseball stadiums are often smaller than the ones built prior. The idea is you get the fans closer and more into the game.
