At the end of the day all this means is more penalty shootouts deciding major knockout ties, which is a terrible outcome.
A decision that suffers from the same brain worm as VAR. Football must be fun for spectators above all else. There is no higher value.

I was enthusiastic about this competition until I just found out that the away goals rule has been scrapped. It's been a staple of European competition since forever and one of the few genuinely fair ways to decide tied matches.
