They've been after him for a while now. 10 days ago a Spurs delegation even went to meet him & his family in Stockholm; something Spurs won't do whimsically but after having scouted him for a while.
Bergvall's preference for Barca - which may have changed after Xavi decide to leave Barca at the end of the season - is what's been holding up this deal for Spurs.

Have you ever seen a player look so ecstatic as Maxime Estève on signing for a new club?
I would guess (hope?) we're being extremely selective about things like loan club environment/likelihood of playing time.
Obviously getting experience playing the Men's Game is important, but there's still value in these kids sticking around Spurs, especially now as there's one cohesive system being played at all levels, and a bad loan can be actively detrimental to development.
