Savinho was already destined for Man City as soon he he showed "promise". Pep went public and said he wanted to keep Palmer. Pep also wanted to keep Sancho.

Destined perhaps but still not a City player. Think we are in agreement, he didn't want him to go but was not bothered enough to try to keep him.
