It's actually pretty difficult to implement a style of football across a squad of players if they're not willing to learn and don't believe in what you do. It's not particularly hard to become a coach. Anyone can go and get their coaching badges. But implementing them across a squad of footballers is the hard part and he's achieved that at every club he's been at.
We've seen a bottom half coach from the PL manage Celtic (Strachan) and they won things. Again, winning stuff in those sort of leagues isn't the point. Because as you've rightfully pointed out, Celtic are one of two big clubs in that league with better resources and finances than the rest of the teams. It's how you do it and Ange has done it better than anyone in terms of football style and being able to implement his coaching on this group of players.
And I guess only the top leagues count for you, right? Because Ange took over Brisbane Roar in 2009 and by the end of the 2010/11 season had won them their first ever league title, losing just one game and going on a 36 game unbeaten run. Something that had never been done before in the leagues history. They then became the first team to win the league back to back the following year...
He went and managed the Australian national team. He lead them to an Asian Cup win, their first ever beating Son Heung-Mins South Korea in the final...
He then went to the Japanese league where he took over Yokohama Marinos. Guess what? He lead them to their first title in 15 years. Before going to a Celtic team that finished 25 points behind Rangers (The worst in 50 years) and just had their first season without a trophy in a decade and had them playing the best football they've likely ever had and won the league twice in a row and won every domestic cup they've had bar one (With a final coming up next week to win a treble)
Sure, they are just the Australian, Japanese and Scottish Leagues and no they don't compare to the top leagues but you can't belittle those achievements. Teams first titles, international success, he wins every where he's ever been and really before Celtic, not at the biggest and best clubs in that particular league.

He may be. He may not be. He's got an extensive knowledge of the Asian market though and it's benefited him at Celtic big time. Not saying he'll come here and unearth a load of Asian gems, but he shows he has a good eye for talent when no one bar Brighton (who as we know have a good eye for talent) were the only other team after him.
