We had our best period of signings under Commoli as a DOF - Modric, Lennon, Dawson, Huddlestone, BAE, Corluka, Gomes, Berbatov and got them for good money as well.
The money that we are generating now and in the future needs to be spent by a DOF, the problem with giving the manager money is that if he gets sacked them we are left with his signings that we need to get rid off and the new manager may not be able to work with them.
We should always sign players that fit the club's ethos not the managers, so when we bring in a new manager he should be able to use the players and settle quicker.
I believe our best period of signings was 2015-2016. Son, Alderweireld, Dele, Trippier, Wanyama. I also don't understand why you'd be concerned with having to sack a manager but not a DOF? DOF is more likely to fail than a manager if he can't implement a style of play. Ultimately I feel a manager is the most important position since he has to coach the team and get them playing in a certain way, DOF can help with that sure, but if you are concerned with not giving a manager too much control in case you need to sack him then you are setting yourself up for failure already.
And the period under Comolli we signed Zokora, Taarabt, Boateng, dos Santos, Bentley etc. Which also paints a different picture doesn't it?Well that's certainly arguable, in those 2 years we also signed Njie, Nkoudou, Janssen, Wimmer and Sissoko, paints quite a differen't picture that doesn't it?
Because managers are more likely to be sacked, they are the ones in the firing line hence why their job is always under scrutiny. If a manager has too much control and essentially buys whoever he wants then it becomes more difficult to replace them adequately if they were to leave or be sacked because of the players at the new manager's disposal.
This is why the manager and DOF have to be on the same page, the manager will always have input into the clubs signings and will recommend a type of player and the DOF will go out and sign them. If you have the correct DOF which fits your entire ethos and sign players who are aligned to the club then as far as the club's concerned that's his job done, it's down to the coach to get the best out of them.

Just going on our past 2 DOFs neither have been able to build a cohesive squad. With Comolli, we couldn't get the best out of his signings until Redknapp came in, took control and figured out who was going to work and who wasn't. Imagine if we had of stuck by Baldini and do what you're saying and sack Poch because he couldn't get the best out of Paulinho, Capoue and Chiriches? Sometimes DOF sign bad players, sometimes they sign players with attitude problems and sometimes they sign players who won't work at the club. Who is best to judge all of these parameters than the guy who spends everyday with them on the training pitch?
I do believe that a DOF is useful, but I believe a good manager who can reshape the squad into a unit that plays in the way he believes is even more useful.
