Same principle as the Hojbjerg one against Everton last week really - technically a foul has been committed, but does it being unintentional mitigate things to not give a penalty? Some think yes, others no.
 
3 Salah dives in the box and no card, glad Everton just had a penalty and scored, thats much more of a pen than the one they had against City which made it 1-1

The only standard lately seems to be if there is ANY contact with a striker.

Striker runs into a defender and falls over? Penalty.

Striker kicks a defender and falls over? Penalty.

Pretty stupid stuff, not every bit of contact in the box is a penalty.
