Quite surprised City are willing to sell him. He got 29 goals and 18 assists in 33 games last season for City's u21s. Looked a really good all round player when he played against our u21s
It seems like an extended loan to me, with the buy back clause there.

If he makes the step up and realises his potential, City just buy him back at a reduced sum for a Prem ready talent. If he fails, they just trouser the fee.

Yeah, there's likely multiple reasons for it, but it feels like they're hedging their bets to me.

Helps with FFP in the short term, gets a talented youngster valuable minutes, let's them see how he develops over the course of a contract. If his development goes as they hope, they can then buy him back at a much reduced rate to what others would have to pay.

There's also the incentive for the player. Settled into a contract, but with the lure of playing for the best team in the World if he performs well.

I actually think it's a very smart strategy

I hate the strategy but City tend to have a high buyback which makes it a bit more palatable
