As far as Spurs are concerned we have 2 British players Dier and Davies.
Because Dier started his career in Portugal he is classed as non-HG for both the ECL and EPL.
Because Davies started his career in Wales he is classed as non-HG for ECL but not EPL.
All our other British players are classed as HG.
Unless you care about how the issue affects other clubs that's basically it.
Edit: Foyth (similar to Dier) will have spent his early career in England so from season 2020-21 he will be considered HG for both ECL and EPL.

Foyth will be U21 at the beginning of and will have spent 3 years at Spurs at the end of season 2019-20.

Sort of actually. Under EU law they aren't allowed to just have a quota of English players because it would go against freedom of movement - an EU citizen would have restrictions on them working in the UK as a footballer than a UK citizen wouldn't have. So they have to use this as a workaround, so that it isn't based on nationality, and they can claim that it's about encouraging youth development rather than English players specifically. Post-Brexit if we leave the single market then we would be able to just make it English or British players instead if we wanted to for the Premier League, but UEFA competitions would continue to use the workaround system because obviously most participating clubs are in the EU and the rules have to be the same for everyone competing.Ok, got it. The Dier thing I understand the rationale for, but the Davies thing is utterly absurd. Swansea City play in the English league system! The whole point is to incentivize national league systems to develop their own players!
