I think this match was arranged by some foreign outfit. They just use the new stadium as a venue.

Not sure about foreigners but I think Israel dropped all Covid requirements in entry. No masks on planes even.
The stadium is a one hour train ride from TLV airport so pretty convenient for 48h trippers
