I used to play academy football and at about the age of 12 a lot of African players started signing for everyone. A lot of them had beards and were 6ft plus; plus most of them played up front, guess where I played! Yep, I was a 5ft, nowhere near developed 12 year old centre back marking a 6ft African that ran the 100 metres faster than Bolt and was built like Dwayne Johnson! Obviously these players stood out at this under 12 but when you get to about 16 and you're roughly the same size and they haven't got that advantage over you anymore they don't look as good! This is pretty much the reason there hasn't been a great deal of talent coming through the academy's recently.
I think, IIRC, they get given a test when they immigrate and if they have the same intelligence as a 6 year old you can guess what age that makes them.
