It's more of a NON-HG quota issue for us, right? We can have 17 NON-HG players no matter what and we can add eight players to that if they are HG or u21?

I have to code plugins and deal with some heavy maths for some of my work, but this shit makes my brain bleed.
True, but this is the relevant info:

Summary:
-We are 1 player over the limit when it comes to non-HG players.
-We must omit/sell 1 of either Rodon/Reguilon/Emerson/Doherty to meet the quota.

Effect on rest of window:
-We still want a RWB, AM, 2nd CB (1st being Lenglet).
-As long 1 of these 3 signings are HG, we can satisfy quota by omitting/selling 3 non-HG players. This can be Rodon & Reguilon & Emerson/Doherty.
-This would mean we have 2 players for each position (Reguilon out for an AM ideally balances our squad), even if you do not count Tanganga & Winks.
-If Tanganga or Winks are sold, each would need to be replaced by a HG to reach max senior squad limit of 25 .

Assuming Bergwijn is sold, here's the current squad. As To Dare Is To Do. To Dare Is To Do. has explained the rules are different in the EPL and UEFA:

I think we're unnecessarily concerned with the HG numbers. If we didn't have any HG players, yeah that would be an issue as we would essentially only be limited to a 17-player squad for CL plus under-21s. So worst case we have a smaller squad for CL. But the main rotation between CL and EPL will be about 17-18 players anyway, with the rest featuring mostly in domestic cup competitions, so I don't see the issue if we don't have a full 25 for CL. We don't have to fill every single one of these slots. 20-21 players are probably more than enough barring any crazy slew of injuries.

Am I thinking about this too simplistically?

I don't think we need full 25 man squad, but we do want 2 players for every position. As 3 goalies, that means 23 man squad is what we want as a minimum.

Very doable though and nothing to be concerned about.

You make a valid point.

2 players for each position assuming we had specialists only. But we do have players who can play across more than one position, so that number could theoretically be lower.

Not with next season certainly as the season is one month shorter due to world cup, but same number of matches.

That ill mean matches being played weekend and mid week pretty much every week of the season

In turn that means squad rotation is essential (and the reason why 4 subs will be allowed next season), and injuries will not be able to cope with as non injured players will need to play more. And 2 or 3 players out injured is not uncommon - just look how we ended last season with 3 out injured even though in 2nd half of the season most weeks were only playing one game a week as we were out of europe.

So 23 players is a minimum we need, and 24 is better.

As of today, our HG status is, under UEFA rules :

Club trained : Kane, Skipp, Tanganga, Austin (assuming Winks sold) - Total 4 players
Trained by other clubs affiliated to The FA : Sessegnon, Forster - Total 2
Total 'locally trained players' (a UEFA description) = 6

So the maximum squad size we could have today = 6 locally trained players + 17 overseas trained players = 23 man squad

If we sign Spence or any other HG player we could get to a 24 man squad. and its clear that we want to get their through our pursuit of Spence and links with Gordon.

With 5 subs, though, we can do with a slightly smaller squad.

an injury or two and we are screwed with a smaller squad. And injuries more likely if playing games with less than 4 or 5 days between games (medical opinions) which is wat we are playing when playing mid week and weekend.

Pretty common to find teams with 3 out injured at any one time ...... and with increased playing frequency that number goes up.

Good news is club are showing every intention by increasing their HG quota to try to get to 23 or 24 players.

I don't necessarily disagree, but let's think about it assuming 2 games per week.

The back line will probably not be rotated much, so 5 players for 3 positions should be more than fine.

WBs will be heavily rotated, but having 4 for 2 spots would be fine. That means 1 game per week for each player (or 70 mins one game and 20 mins the other).

Midfield will also need heavy rotation and we have 4 players for 2 positions. Same rotation as WBs.

Front 3 also will need heavy rotation and 5 for 3 positions is also fine. You sub two at the 70 min mark each game and the one who played the full 90 starts on the bench the next game.

And a backup goalie.

So if you add all these up that's 18 outfield players and the backup goalie. Add an average of 3 injuries and you either add a few more mins to each of the remaining players, or you bring in someone like a Tanganga, or Sarr, or Scarlett/Parrott for cameos to give the main players a breather. Or a combination of both. Will depend on the game. And it also depends on when your injuries happen, i.e. during a stretch of games where it's a game every 5-6 days or a game every 3-4 days.

Obviously the bigger the squad you have the better, but theoretically you could also get away with a 20-man squad. And let's not forget that a big squad also means players who get to play very little, which will impact their motivation and value, if we want to sell at some point.
