If your 17 are all high level players and not players like Janssen, Llorente, Nkoudo, Foyth( not his ability his experience) Sissoko then it makes little difference if you have 8 or 4.

To be fair, if they haven’t accepted a bid then they have every right to play him.
If the reports are true and he’s that keen on a move to Spurs then that may have an affect.
