Lets start by looking at our squad, based upon UEFA definitions, as at 1 July 2022 assuming Gollini loan option at £13m is not taken up, and both Sarr and Gil loans have ended and they return to Spurs first team squad, Romero's option is taken up, but we assume that Ndombele and Lo Celso are sold.:
Club Trained Players
Kane, Skipp, Winks, Tanganga, Austin (5 - minimum 4 players to get a full 25 man squad) .
Players trained at other clubs affiliated to The FA
Sessegnon (1)
We need a minimum of 8 players from the above two HG categories to have a full 25 man squad.
Overseas Trained Players
Lloris, Doherty, Romero, Sanchez, Dier, Rodon, Reguilon, Davies, Hojbjerg, Bentancur, Lucas, Son, Bergwijn, Gil, Kulusevski and Sarr (total 16 - maximum 17 players)
Ins :
HG goalkeeper (Johnstone - WBA ?)
RWB )
CB x 2 ) One of these needs to be HG preferably
CM )
Striker )
Total - 6 in, really think that's the most we could get in, and get decent experienced quality players.
Outs :
Gollini - loan expired
Ndombele
Lo Celso
Doherty (upgraded RWB)
Sanchez (upgraded CB)
Rodon (upgraded CB)
Winks ? (Upgraded CM) But we may elect to retain an HG player as we have space if fee offered is insufficient to help pay for an incoming player
Would make sense long term to get Tanganga a season loan at a lower PL club if possible - he needs a run of games to get experience.
At least one incoming outfield player (plus the backup GK) needs to be HG as classified by UEFA
If a decent striker comes in I could see Bergwijn moving on for the right fee, also frees up an overseas trained player space.
I think White, Etete and Parrott need a Championship loan to gain experience and possibly join first team for 2023/24 season, rather than sit on bench in 2022/23.
