You’re comparing 1 year of Dier against 5 years of Schuur which is ridiculous.
The cost of Dier over the next five years is:
1 year of Eric Dier’s salary + 4 years of his replacement’s salary and transfer fee (because his contract expires at the end of the season and he has to be replaced).
That’s what you need to compare against Schuur’s five year contract.
Given that Schuur will make less than Dier’s 80k and transfer frees and salaries will go up next year, it’s obviously cheaper to bring in Schuur this year than to keep Dier and replace him next year with a Schuur equivalent.
This is basic third grade logic. Try it.

Let me ask you this; why should it matter if I think we should release Dier for free today or not? ..........Between Levy, Ange and whoever else has input they'll do what they think is best, regardless.
If eg Orban gets nearer and there's no squad space for him; maybe the decision to bomb someone out will be made.
Personally, I see no sense in pre-emptively bombing out 30m, 40m or more in potential fees and outstanding wages before the necessity actually comes into play. Even if the comment that you attribute to Ange is verbatim; it doesn't categorically mean the prospect of buying anymore players is literally off until further notice; it just means that they see outgoings (in whatever form they take - Sale, loan or termination) to be taking priority.
