That’s fair. Richarlison was the 8th most prolific player in the premier league last season (goals per 90, more than 500 minutes played). That’s more than Salah.
His problem is staying fit.
I wouldn't call it a missed opportunity, just a really good player ruined by fitness issues.
Also, a very specific player who only really works in certain styles and systems.

Pure 9: Haaland, Watkins, Richarlison (even though he can play wing he isn’t a 10), Lewondowski
9/10: Kane, Toney, Benzema
Does the club need a rounded striker like Toney or a pure box/runner like Richarlison. That is a tactical decision and yes I know Toney and Richarlison aren’t the same quality as Kane or Haaland.
