I think the 2019/20 football season should be null and voided at all levels, and, that the state, via the Bank of England, compensate the football industry with non- repayable grants, so-as to avoid the inevitable coming destruction of football clubs nationwide at this obviously extraordinary time. That’s to say, let’s put the game of [capitalism]aside until this “ epidemic” has run its course. The money from the banks is not a problem as in reality - it’s merely digits on a screen- digits backed by nothing but trust; so writing off a debt is easy - as proven when we bailed out the banks - and in this time of chaos a non- repayable grant could keep many ships afloat.

When it’s all over we can commence with the fun game that is capitalism 👍

Whilst many of the top earners could in fact keep a club from going bust perhaps the biggest impact for positive PR would be for a Sovereign State to perhaps turn their attention to an entire League! Surely The Public Investment Fund (PIF) that failed to buy Newcastle would achieve their aim of cleansing their name thru sports washing than supporting/rescuing an entire football pyramid rather than just one club?

I can imagine some of the lower League clubs might struggle to get teams together, but I'm sure most, if not all, of the premier League clubs have U23 squads they can borrow players from. There's no reason the top flight can't continue.
 
Just reading on BBC news that the Southampton Vs Shrewsbury match is off due to an outbreak at Shrewsbury and now the Villa Vs Liverpool match is in doubt because of an outbreak at Villa.
There has also been an outbreak in the first team squad at Derby so they'll be fielding a team made up of U23 and U18 players against Chorley. If Derby can do that, why can't others?
