AFAIK teams can bid and whatnot anytime but they can't register a new player until the transfer window opens, so they're not doing anything wrong in chasing a player now.

I think it pretty much boiled down to who he wanted to go to, and City offered him a ridiculous wage, which they've since increased, I believe.
I make you right on the last bit though, where a buy out isn't part of the deal, which is why we've tended to struggle to secure high end players early. We've always tried to get value on both transfer fee and wages, which always leaves us open to be blown out of the water. Couple them with the ridiculous fees that agents demand for themselves, then we've always been at a disadvantage due to our previous approach.
Until we match the stupidity, or is it calculated inflation, of these bankrolled, or outright cheating (or both), clubs, we'll always be playing second fiddle. Particularly when you know that the PL will come down on us like the wrath of God if they got a sniff we might be bending the rules.
