At the time of Champions League final there was no get-out of ball hit body first which is in laws now.
That would not have been a penalty in Premier League that season, as Premier League had their own "interpretations" of the law but all across the world apart from here, it would have been.
Same with the Danny Rose in the Quarter Final, wouldn't have been given in PL, Penalty everywhere else in world.
The handball law at that time had just about enough ambiguity in it to allow the Premier League to do continue with how they had been refereeing.
The main reason the handball law changed dramatically this season and made it black and white was to get the Premier League in line, give them no get-out.
The Dier penalty against Newcastle, the Doherty handball, these would have been given everywhere apart from in PL for years, this year PL had to give them. Players are now defending with arms behind back in Premier League, this was never previously the case.
