Benfica made the deal official in a statement to the CMVM.
THEBenfica informed this Thursday night that it reached an agreement with Tottenham for the loan of Carlos Vinícius until the end of this season. Spurs will pay Clube da Luz three million euros, the agreement assuming an optional purchase clause set at 45 million euros.
In the statement sent to CMVM , Benfica also clarifies that the deal is only dependent on "the signing of a contract" between Vinícius and Tottenham .

"Sport Lisboa e Benfica - Futebol, SAD informs, under the terms and for the purpose of the provisions of article 248-A of the Portuguese Securities Code, reached an agreement with Tottenham Hotspur for the loan of the player Carlos Vinícius until the end of season sporting 2020/21 for an amount of € 3,000,000 (three million euros).
This agreement includes a purchase option clause in the amount of € 45,000,000 (forty-five million euros), to which, if exercised, the amount paid for the loan will be deducted. It is further reported that the said agreement is dependent on the signing of the player's sporting employment contract with Tottenham Hotspur . "

Skriniar isn't coming unless the price drops significantly from the 60m Inter are demanding, how about a last minute bid for Partey? decent enough and it would piss of the goons. Not sure he's a Mourinho type player lacks discipline and is prone to a brain-fart ... maybe he is more Woolwich's style.
