It's a shot across the bow to PSG. They can deal with no Dortmond but not having a French representative would be a big blow to the credibility of the league.
If this happens it's just the beginning, they'll slowly erode national leagues then use them for their b teams, play a large percentage of the matches around the world, set up extortionate ppv models , start inviting MLS/Chinese/Japanese/South American teams as guests for a season etc etc

That may be true for other leagues, I don't think it will be for the PL though. It's too valuable for that.
