Intent is irrelevant nowadays in the laws though that is the problem when combining it with VAR, especially when you slow VAR down.
All it needs to be for a send off is by using excessive force, endangering the safety of an opponent.
I don't think he used excessive force though, I think he used the appropriate force to kick the ball.
Plus the penalty shout where a shot on target hits Azpilicueta's arm before it deflects to his body. He has literally saved the shot ... no penalty.
