To be fair for the first couple of seasons he was playing fairly regularly (both as starter but sometimes off bench) at Barcelona - its only last season that, maybe due to change of manager, he stopped playing regularly.
If he comes, at a minimum I'd expect him to be a decent like for like alternative to Ben Davies albeit with differing strengths and weaknesses.
So much this. We need something else, a bit of magic. I think Bissouma is a great signing and can see the logic in the others but i dont see us being pushed up a level particulaly. The budget would still be there to add some more quality somewhere as the 3 players we'd be paying a fee for would be about £95m with 2 free transfers and a loan.

If they can hang on to Doucoure then Delph/Winks/Doucoure looks more like mid-table than relegation.

If we were after Gordon as well as Richarlison then it's a possibility we would sign another attacker depending on who is available. Might be one for later in the window.

Just because he used to work for WHU, why does that mean that perhaps he can't now work for an agency that's representing Winks or one of the clubs? Or he has a family member that is working on the transfer?

The ideal singings of Perisic, Bissouma, Bastoni, Richarlison, Eriksen and Spence, would have made us dark horses for the league IMO. Our starting 11 would be very difficult to improve on from that point. Basically Dier, Spence, and Bissouma's partner (PEH) would be the only players who could realisitically be upgraded on.
Eriksen, Richarlison, Moura, Davies, Doherty, Sess, Sanchez, Bentancur, Skipp, (tanganga, sarr ?) would also be a fairly good supporting cast.
I won't sulk if we get top 4, a good CL run and win a domestic cup, but this has been our hope/expectation for a long time now.
Conte, Paratic and the warchest was supposed to get us to be the best of the rest after Liverpool and City. The proposed transfers will have to really outperform expectations for that to be the case.
If we got Gordon then I guess we wouldn't want Spence as well?
They are the same age but Gordon is Premier League proven and can play on either side, so I would rather get him to be honest.
