I would suspect Levy is cooking the books to a certain degree to make the club look better to any future investors, also maybe his thinking is when or if we do get significant investment or even naming deals the money can go towards that?
That's how most italians generally do business in football. It's a bit weird, but I guess it has something to do with FFP.
He does, but his profile suits Dier's role more than anything else IMO. A role mostly dedicated to covering for others, set pieces, and organising the defence while Romero and others do the heavy lifting.

Think you have probably hit the nail on the head actually, whatever up front fee we pay is more than likely gonna be a "loan fee" in the region of £10-15m then we pay the structured amount over the remainder of the deal, and City get the kickback on those reduced payments.
