There is nothing Levy can do to stop him from staying this year and leaving for free if that is what he wants. Levy has NO LEVERAGE. He isn’t going to undermine a new manager by insisting that Harry be dropped.

I do think he cares to an extent, though if he beat Shearer's by one goal then the 'top flight' record should really come into question anyway, given Shearer scored some pre-PL goals too.
The clearer records to break were the Spurs and England top scorers which he's done now. He can leave Spurs with that under his belt.
He turns 30 in July. I could see a world in which he goes to Real Madrid on a 5 or so year contract and might actually return to us in 3/4 years. Especially if Haaland gets bored with City and makes the move over there.

Sadly, Kane is the perfect replacement for Benzema.
If they come with more than 90m and Kane pushes, you'd have to think this happens.

Kane is not the perfect replacement for Benzema. Benzema is much more mobile, better in the air, scores big goals in big games. Kane is brilliant but Benzema is on another level above.
You do know if he wins a trophy with his club, he doesn’t get to keep it? All he has is a medal and a memory.
I’d suggest being the top scorer in Premier League history and the POTY awards may mean more to him. Maybe not though, only he knows.

For #1, I don't think Levy has any say in the matter. Levy can't sell Harry without Harry's signature. What can Levy threaten Kane with to make him sign? It would be suicide for Levy to force the manage to bench Kane if even a manager would comply.
If Kane wants to leave for free, there's fuck all Levy can do about it.
