I can't think of the last time a transfer deal like this was agreed between the clubs without the player making the move (barring getting gazumped by another club).

If Kane decides to stay at Spurs and not go to Bayern but then also refuses to sign a contract, even for one year, that's really bad optics for Levy and the owners imo.
