The scenario I see is that Levy clearly does not want to lose Kane on a free next summer and something needs to give, so he's accepted an offer from Bayern and basically told Kane to decide. If Kane turns the move down after apparently speaking to Bayern over the summer and then leaves on a free next summer after not getting the club a fee he suddenly looks like the bad person....
From Levy's point of view it also allows him to not look like he's holding Kane hostage by rejecting him a move.
From Kane's point of view, if he signed a new contract he would confirm his loyalty to the club and everyone moves on.
