Yes, Levy knows full well that the fact he's given Kane a legitimate opportunity to leave now, that if Kane decides to stay on but then leaves on a free next summer, it will tarnish his legacy much MUCH more than if he wasn't given an opportunity to leave this summer and then decided to go next year. As all the fans would know he had no other choice with the latter option.
