This is a bit misleading as the full quote from the BBC article is as follows:

Chelsea are internally discussing their next move in the striker market with interest in both Lille striker Jonathan David and Barcelona teenager Marc Guiu.

The Blues have asked for conditions on signing the forwards, having attempted a swap deal to sign Aston Villa's Jhon Duran and seeing a £34m bid rejected for Atletico Madrid's Samu Omorodion.

They remain keen to sign a striker after talks with Enzo Maresca in Marbella following his appointment as manager earlier this month.

David, 24, who is currently playing in the Copa America with Canada, has been subject to early talks and would cost less than £30m as he enters the last year of his deal at Lille.

But Manchester United, Tottenham and West Ham are also believed to be interested.

I have it on good authority that Isak has already spoken with Ange and visited Hotspur Way. Mainly, personal terms about to be agreed and Newcastle said to be open to a deal round the 90m + bonuses mark...which Mr Levy is fine with, I'm told.

When do people realistically think we make our first signing?

Aside from Villa/Everton/Chelsea signings to better their ffp positions there have been very few signings - Spurs loan signing of Werner and signing of Bergvall (transfers can only take place in a Window so although the deal was announced in Feb, it can only be called a signing now) is more than most.

Spurs first team don't start pre-season until maybe 8 July or maybe previous week, Euros finals on 14 July and our first preseason game v Hearts (probably mainly u21's ?) on 17 July

So I don't expect much action until July.- nobody else making signings so since we need buyers for some of our players and selling players we can buy and not a lot of evidence of either so far.

Agree. Excellent passer, good controller of the ball, good link up play. Bit of a false 9 type who actually gets a decent amount of goals too (though his Lille numbers are heavily pumped up by penalties). He likes to drop deep rather than run in behind, and I suspect this style of striker would suit Son better, just like when Kane was here.

He wouldn't be my first choice this summer but as a back up he's more than good enough and at 24 years old will only get better with age.
 
Didn't Ange say that the main focus this window will be on attacking players and grabbing some cover for the other positions. So it seems likely the couple of big money signings will be a striker and an attacking mid. I can't see us buying a winger and a striker. It depends where they play Sonny. If he plays LW we'll need a striker and Johnson/Kulusevski will be on the right.
