I’m sure the rules changed in that a keeper handball isn’t automatically a red card depending on the circumstances. E.g. deny a goal scoring opportunity = red. Handball but no goal scoring threat = yellow card

That's outfield players stopping goal bound shots. Keepers deliberately handling outside the area is usually a red.
That's because it's normally stopping a goal scoring opportunity

Rules

Where a player denies the opposing team a goal or an obvious goal-scoring opportunity by committing a deliberate handball offence, the player is sent off wherever the offence occurs (except a goalkeeper within their penalty area).
