They're also required to be paid in full by the player. It's the same for everyone in terms of the conditions. I don't know if the player has to agree with the amount or if the club decides. But every player has to have a release clause that the club can't block in the event the player buys himself out.
None of that is applicable in England. It's all by choice and differs player to player with most not even having one.
What this whole episode might do is force the issue to be more standardized going forwards. Given the strict PSR, FFP rules and amortization in accounting, if they became mandatory, I can't see how they could enforce 100% payment.
