Kulusevski is nowhere near a return. Maddison may not return this season and may not be the same player again. Simons clearly needs time to adapt to the physicality and pace of the premier league. No other 'big club would wait until the 26/27 season to have 2 x #10' s who are fully fit. I do not especially rate Paqueta, but we need another creative playmaker in th esquad now.
The opportunity to sign one of the few remaining players that could keep them in the PL though
