To be fair, I'd say the stumbling block is Bale's contract and Madrid. If there is real interest from Levy, I'm sure he's made it abundantly clear what his position is. Bale has two years left on his contract, even if it's only a year long loan Madrid can save €15m (50%) and probably get a small loan fee on top of it. Bale is motivated because of the Euros and he knows all he will be doing in Madrid is golfing.
I suspect that if Levy can get everything all in for under £20m he will likely go for it. I don't think it's a good idea, but that seems to be besides the point.

If Bale did come back, for purpose of balance, Lamela would have to leave on the same day, just so you could make a GIF of the magnificent seven all fading away from a photo and then Bale returning.
