I would imagine it's because high caliber players demand higher wages and also just the fact that the club owed Toby £15m in wages over the next two years. There isn't much of a market for CBs that have lost a step and just turned 32.
Wages and transfer fees are also treated differently from a financial perspective, so saving £15m in wages is better than getting £15m from a player transfer.

One of the things that grinds my gears about City is no pundits call it out. You get the sky Saturday lot or drones like Shearer and Murphy fawning over them and going on about ambition and who is going to sign for them but not one has the guts to say why. There needs to be much more talk about how to tackle this disparity or the league is going to become even more boring and predictable than it already is.
