His Inter side had Bastoni and Hakimi both 22 as key players. Barella was 23/24 and a key player as well.

He had a good core of young talent at Inter, Barella, Hakimi, Bastoni etc. With the veterans mixed in.
But he does seem to prefer letting them go on loan to work out their game before using them over bloodening them himself if he can avoid it.
I can't imagine we'd have got to the stage we're at now (advanced) if that hadn't come up and been agreed tbh.
