We should go all out for Bellingham if Liverpool don't go in for him, as we wouldn't stand a chance if we were to go head to head with them. He's the type of player you can build your team around for years to come. Get rid of Lo Celso and Winks, that would cover half of his fee. Though he seems determined to stay another season at Dortmund from what I can gather, and they won't be keen to sell after they've just lost Haaland. Imagine Skipp, Bentancur and Bellingham in midfield in the near future, that's pretty tasty.

Just look at the list of players flopping badly coming over from Bundesliga - Kagawa, Mhkytarian, Sancho, Werner.
Also I feel Dortmund is very good at making players looking better than they really are. Looking at their top 15 departures I noticed TWO names that has gone on to be long term success after leaving - Gundogan and Hummels. And at that Hummels has also returned to Dormund by now. Plus ofc we don't know how Haaland will do.
There was just some kind of bigger data-set that suggested that players output coming over from BL to EPL will decrease 38%...
So basically we would have to pay world-class player fee for youngster, who quite possibly will be nothing more than "okay" player in EPL.
If we go for youth players I would like to see us either snatching them before they hit the stage (like Alli for example) or then young prospects proven in Champo (Watkins, Maddisson, Toney, Bowden). But to pay world class fee for player that might never become truly world-class. I have my reservations.
